Suzuki DL1000 K5 Lumpy Bottom End

Hi, Got some aftermarket scorpion pipes on the bike.
From what I understand the model has always been a tad lumpy bottom end about 3k due to getting the bike to pass emissions when it first came out...

It's my understanding a TRE and Power Commander and some quality time on the rolling road should do the trick, then I see a possible cheaper option advertised on ebay Suzuki DL1000 V-strom 2002-2013 Fuel Injection Tuner Pro

Firstly do they serve the same purpose as a Power Commander, while it maybe a cheaper option, don't wish to cut corners if its not right for the job...
