Vstrom 650 2020 xt 35kw??????

Mine shows the same 2 boxes as in the photo above.  The e4 reference number ending 35 in the top box and end 36 in the bottom box.   
In the bottom box mine shows 35 kw, but mine is definitely not a restricted bike.   I think therefore that the bottom box is an option should the bike be restricted saving to have the manufacturers plate information changed if you have/remove the restriction.  It seems to cover both options.
If your bike is restricted you would definitely know it was on reduced power.   I’ve attached a photo of mine for reference.

Ntik is right, I’ve got the same sticker on mine showing 35kw in the bottom box, but mine is definitely not restricted.   You’d know if it was restricted, it would be so under powered.

As others have said: speak to the dealer who sold it to you is the easiest.
