You don't remove the wheel. Loosen the one bolt on the top triple clamp and the two bolts on the lower triple clamps on one side at a time so the other side will hold the bike up and keep it from sliding down the tubes. Adjust the loose side to the point you want and tighten the bolts. Then loosen, adjust and tighten the other side. I think you are forgetting the tubes can move separately. That, in fact, is a big reason why a fork brace is a good idea. Without one, the only thing holding the lower legs in alignment is the axle.
