If you look at France as an example they have bans on certain classes of vehicles in certain parts of the country as part of the 'clean air' initiative. A covert way to get older (affordable) vehicles off the road as they are effectively banned from going anywhere. It's not the end of the world in London as there is a public transport network which is more than can be said for other parts of the UK. If the UK National Parks introduce a clean air bill (may happen as soon as 2025), then locals living in those areas will have to either change vehicles or use currently non-existent public transport.
