Nice looking Vee on eBay, except it's got no oil in the engine.!!

Browsing flea bay and noticed this nice Vee for sale.

Looking closely at the pictures and noticed no oil in the sight glass .. . And the bike is on the centre stand .. not a good sign..  .

I decided to email the seller , he pointed out that in some of the pictures the bike was running and in others it wasn't.  It was suggested that the oil hadn't got down to the sump by the time he took the remaining pictures .
The oil sight glass looked to clear to me , you should still see oil when the engine is running but it's a fair point .
As for the decals , could it be an import .?
