You mean the knob for preload, and the screw under, for brake adjustment issuance / extension?

One adjusts spring preload to set the sag or ride height. You want the bike with a full load to settle down about 40mm from its position at full extension. That prevents topping out as the bike rises on its suspension as well as bottoming out on big bumps.
The screw under the spring controls rebound damping. Say you ride across a series of bumps. Too little rebound damping will provide a bouncy ride as the spring provides too much return force after each bump. Too much rebound damping will cause the bike to start squatting on its suspension as there is not enough rebound force to extend the suspension until there isn't enough travel left to absorb further bumps.
Preload setting changes are more easily noticed than rebound settings.

GW explains it well, the rebound damping a bit like a self closing door , too much damping and the spring can't close it fully before someone else opens the door again, too little and it slams shut like pinging a knicker elastic.
