L0 and L1 means 2010 and 2011 model

the L prefix denotes decade eg 2010- 2019
then the number denotes the year within the decade.
All K2-K9 + L0-L1 bikes are the old shape
L2-L4 will be new 'Glee' model

as for differences-  there is no difference between those years, but different spec options like:
X - Non ABS but came with hand guards, bash plate and engine bars
A - ABS but no other options unless buyer paid for them each.
GT - ABS, full luggage, heated grips, hand guards, engine bars and bashplate.
EXP - as GT but with aluminium panniers and no top box.
Different luggage racks came with different models- boxes will not interchange on the various racks.

NB- some believe they have an L1 on the new curvy 'Glee' DL650- as some bikes were sold in 2011 but were all 2012 models so should all be L2 but dealers have been known to get the registration wrong.

http://www.vstrom.info/Smf/index.php/topic,11834.0.html shows K and L designations.

There are differences in the K4-K9 models. http://www.vstrom.info/Smf/index.php/topic,4772.0.html

The only difference between K9-L1 are colours and a change in the clutch lever and switch in L0 models from K9.

L2-L4 also only have colour differences.
Pat- 2007 DL650A was ridden to all 48 contiguous states. 2012 DL650A outlasted me.
Nicknames I use to lessen typing, Vee = 2002-2012 (K2-L2) DL1000s. Veek=2014+ (L4+) DL1000s. Wee = 2004-2011 (K4-L1) DL650s. Glee = 2012+ (L2+) DL650s

So, why didn't my L0 GT come with engine bars or bash plate ?

The dealers get either a basic non-abs bike in a crate or a basic abs bike in a crate. They order the model and get the crated bike then another box of the bits to make it up to the full GT spec.

Either they registered it wrong as a GT when it wasn't or you got fleeced. (Or original owner did)

Dealers had a habit of selling on the full power ecu's if they sold a bike with a free restricted one. But you were supposed to get the restricted one fitted and the full power one in your hand.
So don't trust the bastards.

from k9 to the end of supply of the old wee all GT models and exp models should have come with ABS, center stand, Engine bars and bash plate, heated grips, hand guards, full luggage racks, GT came with full SOFT branded luggage or the EXP came with Suzuki branded Trax alu panniers but no top box.

Dealers do keep stuff, you ask them and they magically find it and apologise, you say nothing it goes on eBay. I'm sure they don't all do it, but some do, and that's enough.

My bike was a K5 GT, it only had hand guards, heated grips, the plastic panniers, plastic top box and centre stand. This is the correct GT spec. I'm not aware that the spec changed later.

Edit: I don't have ABS, that was only available from K7 as an option.

K5 and k6 also had a T (touring) which mine is. I had hand guards, heated grips, plastic topbox and relevant rack, and engine bars.
I bought it second hand will 4k miles but a previous owners was a moron, set the shock up wrong and miss balanced the forks and totally squared off both front and rear trail wings but, there was also the mounts for a center stand but no stand and a Moto Agora bash plate that needed regular repairs and replacement bolts when a few of them fell out. (Crap!)
for K7 onwards the T model was not offered.
