soft luggage

I've been given a set of Givi Voyager throwover soft panniers. Aside form being a bit wonky on the exhaust side I'm scratching my head how best to bungee them under the seat/to the frame to stop them flapping around. Or will the weight of what's in them hold them in place?

I have always liked soft luggage on a cost/usefulness basis, but did not think it fitted very well on the Vstrom so bought hard luggage.
Bungee wise I am not sure,but the weight alone will not keep it in place, even 120 tonne transformers need chaining down.

I have a set of soft luggage ....and about 2 million cable ties, that's got to work!!!
