I've paid duties and fees on items purchased from the EU and the USA. I can't remember the specifics, but on the occasions it's happened I've received a request from the delivery agent for the funds to be paid prior to delivery.
Some things from the EU appear to come without duties being applied to them, I can only presume in those cases the duties are pre paid.
I'd read the small print.

As an aside, I've never been asked to pay duties on items sent direct from the PRC.
Strange innit?

I've not bought anything from the EU for a few years but, if what I read is correct, you only pay import duty on goods valued at over £135. But you could also be liable for VAT unless that has been added at source. Your supplier will tell you if it has.
Confirm this for yourself though.

It works the same buying from the UK into the EU. I've not had to pay but small parcels have Customs stickers on them and I think it's based on a minimum order cost like Barbel Mick says, I think.
The UK now deals with each European Country individually, you no longer deal with the EU other than any Trade and Cooperation Agreement

So how's it going so far then?

If under £135, and VAT is taken at point of sale, then no duty or VAT to pay. If no VAT taken at POS, then you may be charged VAT on import.
If over £135, VAT should not be taken at point of sale, and you should be charged import duty and VAT.
