Went to fit the new chain today. Changed my sprockets, cut the old chain off lined the new chain up and it's too bloody short.

The chain was from busters for my year of bike but the new one has 116 links where as my old one I've counted 118.

Wheels full adjustment forward. Seems like 1 link extra and it would just fit with the wheel fully forward.

Anyone else had this issue before I call them to complain.

It’s a learning curve, cut the old chain off, and then check if the new one fits,                                                       assuming is the mother of all ~@’~ ups.
I did the same last year, Told Busters the year, model and it has ABS, cut the chain, changed the sprockets in readiness for delivery of my new………… 116 links?? And they wouldn’t accept returns

They used the wrong size. the 2004-2006 model years had 116 links. In the 2007 model year, ABS became available and the swingarm was lengthened 15mm to allow room for the ABS pump between the shock and the tyre. The chain was changed to 118 links as a result.
Pat- 2007 DL650A was ridden to all 48 contiguous states. 2012 DL650A outlasted me.
Nicknames I use to lessen typing, Vee = 2002-2012 (K2-L2) DL1000s. Veek=2014+ (L4+) DL1000s. Wee = 2004-2011 (K4-L1) DL650s. Glee = 2012+ (L2+) DL650s

Luckily I'm not in A rush for the bike no good when this is some people's only method of transport

If they knew it was an abs model, it would seem ( unsurprisingly ) Greywolf is right - they supplied the wrong item. Their fault. "No returns" shouldn't come into this.

No it shouldn't as clearly their fault for sending the incorrect item... am sure they'll sort you out once you contact them assuming the chain is in the same condition they sent it to you. Good luck.

The key is the model year. All 2007 and later model year 650s had 118 link chains, ABS or not.
