Tyre Weights Coming Off...

Last time I cleaned the bike I noticed that the tyre weights put on by the last tyre installer had come off. Left behind were a couple of papery stickers. It appears that the weights were held on with sticky paper.... Erm paper+water = lost weights.....
Was cleaning up the car's winter wheels and noticed the same thing - one set of weights even fell off when I picked up the tyre...
What's going on?

It's not the glue coming off. There's glue on the weights and the wheel; its that the weights are affixed using double sided sticky paper - terrible idea.
Been reading up on this and it appears that duct tape over them is the best option...

At this time of year it's worth watching out for. Pressure sensitive adhesives will re-wet if they get very hot - and a wheel parked in direct sunshine can get pretty hot. Washing with very hot water can loosen the adhesive too.
