I wonder what these would be like hooked up to a charger that would keep re chargeable batteries sorted out, or a 12 to 3 volt power supply

Maybe not enough light to show up the road, but to make you more visible to other traffic.

Stick to 12V lights. There are plenty available and there is no power loss to a conversion process.
Pat- 2007 DL650A was ridden to all 48 contiguous states. 2012 DL650A outlasted me.
Nicknames I use to lessen typing, Vee = 2002-2012 (K2-L2) DL1000s. Veek=2014+ (L4+) DL1000s. Wee = 2004-2011 (K4-L1) DL650s. Glee = 2012+ (L2+) DL650s

For that price you can get 12v DRLs which will be legal.

I understand what you are both saying, its only another option and to be honest the price will probably drop knowing this retailer.  
It could also be a good option for the cyclists here, lights that can be used on bot vehicles :)
